Disabled Options
Individual currencies can be made non-selectable. A disabled option is greyed out and cannot be selected by click, Enter or hover, but stays keyboard-navigable so its reason can be read. The default selection and the initial highlight always land on the first enabled option. Disabled currencies are grouped below the enabled ones.
Currencies are disabled with disabled on the CurrencyOption, with an optional disabledReason tooltip.
USD and NZD are disabled, so AUD is selected by default. Hovering or tapping either shows its own reason tooltip.

When every currency is disabled, the currency selector is itself disabled — greyed out and non-interactive, so its dropdown cannot be opened, the same as the loading state. The budget selector is disabled too, since it prices its options in the selected currency and there is none.
